What Is A Bill?



The process of creating a law starts with an idea. Ideas can come from different sources, a senator, a representative or any citizen of the United States. The process can be very complex and take a great deal of time.

OK, let's have some fun. Do you have an idea for a law? If so, type it into the block below.

A law begins its life as an idea. This idea is given to one of our state Representative who introduces it as a bill. Do you want to know more about this part of the process? If so, visit the House of Representatives Web site.

Now it's the Senates turn. The Senate will study the bill. Do you know who your State Senator is? If not, then visit the Senates Web site.

The Senate now sends the bill to the President. The President can either sign the bill or veto the bill. Basically, he says YES OR NO. If he signs the bill it becomes law. If he veto's the bill then Congress can take another look at the bill.

Now it's Congresses turn again. Congress can now overturn the President's veto by a two-thirds majority of the House voting yes and a Two-Thirds majority of the Senate voting yes.
