Things were rarely stolen in the Incan empire because everyone had everything
they needed. Saying bad things about the gods, murder, and insulting the
Sapa Inca were the worst crimes in the empire. Most people didn't commit
these crimes because the punishment was being thrown off a cliff. Hands
and feet were chopped off and eyes were gouged out in punishment to smaller
crimes.
