Step 1
   Create a new image 300x50 pixels. The
   background color should be set to white.
   The foreground should be set to black.

Step 2
   Select the type tool and write your text
   so it almost fills the image. Leave some
   space for the glowing effect.

Step 3
   Now ctrl+click on the layer with the text on
   it in the layers menu. The text should now
   be selected around the edges.

Step 4
   From the file menu choose Select | Expand.
   Now enter 3 pixels in the new window.

Step 5
   Create a new layer and change the foreground
   color to green (or whateven color you want the
   text to glow). Click inside the expanded
   selection with the paint fill tool.

Step 6
   Now from the file menu select File | Blur |
   Gaussian Blur. Now change the following
   figures in the new window: 5.0

   Note: All the figures that were supplied do
   not have to be copied exactly- experiment
with your own figures.
