Step 1     Create a new image (about 400x200) with a white background. Step 2     In the middle create a blue ellipse (outlined, 8 width, antialias) which still leaves room at the top and bottom. Step 3     Type your text you want to be on your ellipse and then expand the selection 4 pixels. Step 4     Fill in the selection all black and rotate the selection 10 degrees to the left. Step 5     Center the text on the ellipse. The text should be bigger than it. Step 6     Create new white text, rotate it 10 degrees to the left, and center it right in the black text. Save.
