
The Tutorial
Step 1
Open a new image about 300x50 pixels.
With this image the background color
doesn't matter. Set the foreground
color once the image is created to
white and the background color black.
Step 2
Now create a new layer by shift+ctrl+n.
Then select the gradient tool and stretch
the line from one side to the other.
Step 3
Now you should have a white to black
gradient in your window. From
the file menu select Filter>Noise
then select Add Noise from that menu.
Now change the following parameters,
Amount: 714 Distribution: Gaussian
and then check the box that says
Monochromatic.
Note: You do not have to do the exact
parameters listed, so experiment!
Step 4
Now you should have what looks like
snow on the T.V. From the
file menu select Filter | Blur |
then from that menu select Motion Blur.
Now change the following parameters,
Angle: 48 Distance: 30.
Note: You do not have to do the exact
parameters listed, so experiment.
For the image above I used some text
with a little texture and pillow emboss
effect.
