  The midbrain is the part of the brain stem that has the top-most structure.

The midbrain is a big relay station for neurons transmitting signals to the cerebral cortex. The part of the midbrain called the nuclei controls actions of the eye, such as, blinking, opening and closing the pupil, and focusing the lens.
