First You Will Need:
Cut a square that is 50 cm x 50 cm.
Then cut 1 cm squares off each corner.

Cut four 76 cm. x 49 cm. rectangular pieces
of tissue paper.

Mark 1 cm. wide glue flaps along the four
edges.

Cut three notches on the corners of each
side. Cut the notches on the top right corner, the middle corner on the
right side, and cut a notch on the bottom right hand corner.

Make the bottom of the balloon by cutting
two 20 cm. A square from a manilla folder.

Then you cut their centers out leaving
1.5 cm frames. Then ask a parent or teacher to put rubber cement on one
side of each folder. WARNING: The folders will stick instantly so make
sure they are lined up evenly. Then punch a small hole in each side of
the folder.

After that is done cut two pieces of wire(22cm)
long.

Then push each wire through the center
of the cotton ball that will be attached in the middle.

Now glue(rubber cement) all of your tissue
paper sides together. (ask you parent, partner, or teacher to help) To
start, apply a thin coat of rubber cement to the surface of part of the
glue flap on side #1 while it is still wet. Do the same thing to sides
#2, #3, #4, and #2 to the top. TIP: Glue lower edges of the sides together
and then glue the bottoms of the sides the the manila frame.
