What is a sister city?

Sister Cities are long-term relationships; they are not just spur of the moment occurrences. They are made based upon an understanding between the two cities. The two cities make a joint set of priorities. These lists of priorities usually include such things as economic cooperation, student exchanges, health care projects, cultural programs, and municipal cooperation.
