Stalin was getting nervous over the prospect of fighting a war with Hitler and was ready to are some action. He signed a non aggression pact with Japan so as to insure that there wasn't a two front war. Stalin had now achieved a milestone in protecting Russia because if Japan had invaded, the Soviet Union would have fell for sure.

The first signs of tensions between Germany and the Soviet Union happened in November 1940, when Soviet Foreign Minister Molotov met with Hitler in Berlin. The Soviet's wanted guarantees that Germany would remain faithful to the treaty obligations. He also made a number of demands with regard to expanding the Soviet influence, especially in the Balkans. Hitler used his charm to calm down Molotov's fears, but said that he would not sanction a Soviet annexation of Finland or any other aggressive mood.

However, Germany was ready to make some more living room for his master race. He had Nazi swastika flags flying over Athens, Belgrade, Brussels, Copenhagen, The Hague, Oslo, Paris, and Warsaw. He now had his sight set on having a flag flying over Moscow.
