   There was a threat of a German attack on Poland. It was because of this that Neville Chamberlain, British Prime Minister, and Halifax, French Prime Minister, did not take any action on Germany after their annexation of Austria and Czechoslovakia. On March 31, 1939, Chamberlain told the House of Commons that if Poland was ever threatened by anyone, France and Britain would be there to defend them.

    Hitler knew that if he started war, he would need an alliance between Germany, Italy, and Japan to defeat Britain, United States, and the Soviet Union. But Japan would not sign since they didn't want to confront British and American Navies. Hitler then turned towards Mussolini and Italy. They signed the Pact of Steel on May 22, 1939 in which each country had to help the other. Now the only country left without a commitment was the Soviet Union. Hitler, France and Britain were  competing for Stalin and the Soviet Union. The Soviet-German Aggression Pact was signed in August 1939 with a secret agenda between Hitler and Stalin. It seemed to all that Germany and the Union would be neutral friends. However, the pact said that Hitler would receive Western Europe while Stalin would receive the Baltic States. Only a month later, Germany sparked the first war since the "war to end all wars."
