   Stalin now had the ally ship needed to begin to expand the Soviet Union to new borders. His first move was to demand the right to place troops in Estonia, Latvia, Lithuania. Several months passed before Stalin annexed these countries on to the Soviet Union. No real consequence. Stalin's main plan was to build up a defense between The Soviet Union and Germany. Even though they had made the Non-Aggression Pact, Stalin still did not trust Hitler enough to let him have nearly free access to the Soviet Union. But he now had a protective border.
