The Anti-Comintern Pact between Germany and Japan looked like a pact to end the world of communism. Most believed that in a secret part of the pact it mentioned how the Third Reich and the Rising Sun Empire would divide and conquer the Soviet Union. The Soviet Union was however not worried as they knew that Hitler would not attack until the time was right. The Western Powers were the most concerned because they already had plans to take down the communist government in Russia to replace it with a democracy. They were very unhappy over the fact that Russia could be turned into a Nazi state.

The reality was that Germany and Japan had made an agreement on the fact that exchanging information related to repressing the Communism in their own country. The Soviet Union never knew this and felt that this pact might lead to a two front war against the Soviet Union
