| Navy Command The U.S. coast Guard is a part of the Department of Transportation in peacetime and the Navy in the war. Coast Guard rank insignia are the same as the Navy except for color and the seaman recruit ran has one stripe.E-1 Seaman Recruit known as the (SA) is the lowest ranking in the Navy. E-2 Seaman Apprentice (SA) is the second. E-3 Seaman (SN) is the third. E-4 Petty Officer Third Class (PO3)** is the forth. E-5 Petty Officer Second Class (PO2)** is the fifth. E-6 Petty Office First Class (PO1)** is the sixth. E-7 Senior Chief Petty Officer (SCP0)** is the seventh. E-8 Senior Chief Petty Officer (SCPO) ** is eighth.
