South
of Kailua, is the City of Refuge. In the Olden Days of Hawaii, it served as
a safehaven from the laws of Kapu. If someone broke a Kapu, or was a defeated
warrior, this is where they went, because the priests there offered safety.
After a time, the person could go back to society, free from punishment, but
their status was lowered to commoner. However, the trip to The City of Refuge
was hard, as it is surrounded by miles of A'a, and desert.
