Sundials:

They are thought for religions objectives for the first place.  The Egyptians invented the first "time teller", dividing the day into 12 parts.  Cleopatra Needles - huge granite columns, were used tot ell time periods, with 12 marks equally 12 periods of the day.  The increasing and decreasing shadows on the columns that is stabled by a circular dial, a needle and a style helped tell the time. 

The Romans used this to separate time in night and day by the rising and setting of the sun.  The Cleopatra Needle was stolen for this purpose from the Egyptians.  later, Al-Battani got the idea that the needle towards the North Star which varied with the distance from the equator helped also in telling the time.

Is this good enough?

Not really.  Firstly, surely it will not always be sunny and if the Cleopatra Needle was positioned wrongly or slightly slanted, the whole thing would not work as accurate.
