In Bulgarian law these substances are classified in three lists according to the chance they can be abused (a supplement to the law for control of narcotics - DV,30,1999,p13-26). They can't be used for non-medical goals, and their use as medicines is regulated very well and only depends on the physician's prescription. The problem is that these substances are yet too easily bought, because the law is often not observed. Some buy it consciously to abuse it and others to treat themselves on their own - which can also lead to abuse. After all good regulation and rational use of drugs can be only achieved if law is observed and the market is really well controlled.
