The program is evaluated at the time, when it's executed and after its end. If they don't use the correct methods for evaluation, the true relation between the goals and the results may not be understood. For example, the results can be caused also by other factors, not only the effect of the program. Other events may be the reason for the results. The evaluation of the programs for prevention is a very important topic of discussion in the EU. There have been until now two conferences about the evaluation of these programs - in 1994 and 1998. The evaluation must answer some important questions like: What has been done with this program? In what way was it executed? Who took part in it? Was the program applied in the way it had been planned? Has the program achieved its goals? Is there a long-term effect of the program? |
