prevention >>> commune >>>The Bulgarian CommuneATTEMPTS FOR FAILURETo be built in the country Dikchan in the Rodopi Mountain, Satovcha municipallity, was the original intention. On the 19.07.2000 the mayor of this municipallity signed the certificate, in which he gave his support for the establishment of a commune for a long-term rehabilitation of jung boys. The Ministry of Health supported the idea, too. The Ministry of Agriculture consigned buildings in the area. On the 23.10.2000 the inhabitants revolted two days long against the commune and blocked the road. These people were ready to shed their blood. The native people have never faced with the problem of drug addicts before. They were unenlightened and had fear: "We don't want our children to become as yours. They still have morality. Go away from here." Their notions are completely wrong: "They should be treated where they have become addicted. These are children of rich people, of ministers. They would be isolated high in the mountain but the dealers would come and find them here… Our children would be in danger. Drugs have never reached us and we don't want them." And the following statement sounds paradoxically and horribly: "We feel sorry for these boys but we cannot help them." The conversations with the native people were fruitless. New place was chosen for the future commune - Belmeken. This could not be held in secret. The municipal council of Jakoruda declared their disagreement with the narco-commune; people were saying that it was about a dael for the building. It was conseded by a busnessman to the fondation free of charge for a term of 10 years. The major of Jakoruda had tried to provoke a revolt as it happened in Satovcha. Even the local media were used for this purpose. The truth is that the inhabitants are not against the commune. 15 local workmen were hired for its construction. They saw for themselves that the boys are really good. The communards built a high wooden fence around the buolding, which they transmuted into their own home for 10 monthes and with hard labour. The inhabitants love them. Unfortunately these days the creators of the commune have to fight again for its existence. On the 29.08.2001 the new owner of the property and the building arrived with 15 dogs. He pressed for the immediate leaving of the boys. It is not clear what can be done for the commune in order to be preserved on its place, which the boys with their own hands have turned from a potato-storehouse into their home and working- place. The founder of the commune Mr V. Kachakliev explained: "The feeling of safety is a part of the therapy. We cannot move the children constantly…" The mothers of the boys are worried, because they are aware of the risk that their children could get into their old milieu and thus to start taking drugs again. This may happen because their treatment has not continued long enough. With tears in their eyes the parents asked all of us for help and understanding. The arisen problem is somewhat juristical, but from the other hand if the commune has to be moved, the new place and conditions should be felicitous. The social support is very important for the collaboration of the authorities! |
