Warm wet mass of air over the sea begins to evaporate. If the water is at 79 degrees or above, combined actions of air, water, and heat produce a huge spinning system of clouds rain and wind. The effects of a hurricane are floods, due to the rain, as well as thunderstorms. The hurricane smashes everything in its path.
