There are also natural defenses such as the levees of the Mississippi River. This have been reinforced with stone and concrete over 23 ft high. Philippines Flood, 1991 After a tropical sotrm, flash floods occured in the islands of Leyte, Samar and Negros. Over 2000 people died in Ormoc. Many drowned in the streets The water level was as high as 10ft. The floods affected a total of 700,000 people.
