When we want the population proportion p, we take the sample proportion phat to estimate p. The sampling distribution of phat describes how the statistic varies in all possible samples. The mean of the sampling distribution is equal to the population proportion p. The standard deviation of the sampling distribution is sqrt(p(1-p)/n) for an SRS of size n. This can only be used if the population is at least 10 times as large as the sample.
