A consent decree is an agreement in which a company avoids court proceedings by agreeing not to engage in anticompetitive practices. The government can monitor the company, and if they find evidence that the company has broken the consent decree, they can take the company to court and ask the judge to find them in contempt of the consent decree or to issue a preliminary injunction.
