By the 1930s the Japanese military elite rose to great prominence and influence.  The military was dissatisfied with the passive China policy, with Japanese kowtowing to the Western powers, and with Japan's need to reduce her naval force to a ratio inferior to those of the United States and Britain.   Therefore it not only enhanced the power of the military but also the prestige and glory of the country.
