Sensation is the stimulation of the sensory system by physical changes. Sight, hearing, and touch are all sensation whereby outside images stimulate the sense organs.
Perception involves recognizing the meaning of what has been sensed. The ability of the human mind to perceive and recognize various stimuli has been studied by many schools:

Classical Psychophysics Threshold Theory: A minimal stimulus change known as the threshold must occur before the mind is able to recognize the stimulus.
For example:
Light - The minimun stimulus for a person to able to see is A candle seen at 30 miles on a dark, clear night.
Sound - The tick of a watch under quiet conditions at 20 feet.
Taste - One teaspoon of sugar in 2 gallons of water.
Smell - One drop of perfume diffused into the entire volume of a three room apartment.
Touch - The wing of a bee falling on your cheek from a distance of 1 centimeter.

Weber's Law: The noticeability of a change in stimulus is a ratio of the change in stimulus intensity over the background intensity.
For example:
In a pitch dark room, someone lit up a candle. You would immediatly notice the difference in brightness. However, on a sunny day, when some lit up a candle. You will not be able to tell the change in brightness.
Modern Psychophysics Signal Detection Theory: Perception is a decision making process and there is no absolute threshold. A person's ability to perceive a change in stimuli is dependent on the person, the environment, and the ratio of the stimuli to the noise in the background.
Gestalt Figure Ground Relation: An object against a broad and open background will always appear as a vital figure.

Closure: People tend to perceive complete figures.

Grouping: The eye tend to group things in clusters according to the objects' shape or position.
