The blue ball symbolizes the large blue sky over Brazil and corresponds to Brazil’s far-stretching borders. 26 of the stars inside the blue ball embodies each of the 22 states and 4 territories of Brazil. The one star that is set apart stands for Brazil's capital, Brasilia. The banner across the blue ball reads, “Ordem e Progresso,” which translates as, “Order and Progress.”
