As of right now, the only people eligible are the scientists who are doing the actual research (as seen in the article "Chip inserted into man's arm") or people that are willing to be Guinea Pigs for this new field of Medecine (as seen in "Implanted computer chip helps paralyzed man walk"). The procedures have not been perfected yet and are still being tested to see if the chips harm humans.
