The dawn of the Industrial Age that began in Europe saw children working in factories that needed more hands for production. Children were working at spinning wheels, coal mines, and cotton mills. These child-workers received low wages and worked under very dangerous and dirty conditions for long hours each day.

No laws protected these children from abuses. This changed when the rights of the child were recognized with the signing of the Universal Declaration on the Rights of the Child by the United Nations in 1948. Other laws followed, with each country adapting laws for its use.
