A technical director is in charge of the recording of the interviews and the anchors on a tape.  He makes the transitions between the anchors and the reporters' interviews.  He works with the technical coordinators, audio editor, and executive director.

On our news team, the technical director uses a video/audio mixer, and the Edit Suite editor.  You don't have to have the Edit Suite, but it helps.
