Russians

Russia, just like any other government, wanted money. They knew that China had plenty of goods and would trade them for sea otter's valuable pelts. So they took a two year trip to Alaska where sea otters dwelled. But there was one major problem standing in their way. Since there was only fish in Alaska (which the Russians hated), Russia sent food to them. But just like their own trip to Alaska the food took two years to get there. That's not to mention what the food was like when it arrived. In Alaska the Russians got scurvy when a bigger problem erupted. That's when the sea otters were hunted almost to extinction in Alaska. They had heard that in California crops grow well and plenty of sea otters dwelled there, too. So they went to California.
