Paper was invented by Cai Lun the head of the imperial workshops in A.D. 105. There was a high demand for paper from the Hanna civil service and it was mass produced in government factories. In addition to the development of paper, wood block printing was developed in the 9th century. By the end of the Tang dynasty there were bookshops in all Chinese cities.
