1. Cost effective studies for buildings will be made before being built.
2. Plans for public buildings must be okayed by the City Council.
3. In parks the fountains will recycle water with adequate filtering.
4. Sprinklers will be on no more than three hours a day.
5. All residents will have access to adequate housing. If a family or person is unable to afford housing, the city will maintain shelters for those in need.
