3. There is one city hall with two roving city halls.

4. There are 2 hospitals. Medical services will be provided for each of the 4 residential areas.

5. Public areas will have 2 bathrooms (male and female) with three stalls in each bathroom.

6. Air conditioning will be available in every building that can afford it.

8. There should be one police and one fire station in every 2 residential areas.

9. Handicap areas are to provided for all public facilities.

10. Garbage must be picked up every week.

11. Power plants must be near to industrial areas.

12. Zoos are buffer zones. If a zoo is next to a residential area, it must have an adequate air filtering system to prevent odors.
