   Wvflag.gif (1208 bytes) West Virginia entered the Union on June 20, 1863 as the 35th state.  In 1881 the governor of West Virginia approved a law, allowing all eligible voting citizens, including African-Americans to be a jury in court.  In 1896 voters elected the first African-American to be a legislator, Christopher Payne in Fayette County.  Valley Park is one of the state parks in West Virginia.  There you can fish, picnic, play on the playground, or go on hiking trails.
