The yearly cost of a college education rose twice the rate of inflation and three times
the rate of increase of the average family's annual income, according to the College
Board's annual survey. The yearly cost of a private and public 4-year college is shown in
the chart below:

The reason for the rise in college costs may be explained by the increased value of
