 		Water has surface tension. Surface tension in the water allows some bugs to stay on top of water, and lets water go a little over the top of a can without overflowing.

Try this experiment:
See if you can pour anough water to fill up a 2 liter soda bottle so that a bubble of water forms over the top of the bottle. The surface tension of the water allows the water not to flow out.
