Only 6 of the minimum required 30 control rods were down at this point. The control rods had been raised to increase power. The power raised to 200 mega watts.

There was one last safety system still functioning that would have shut the reactor down, but it was disabled.

The operators begin the test, cutting off the steam supply to the remaining turbine. As coolant water began to decrease, the power level begins to rise.
