[Origin] With the establishment of the law called Taiho-ritsuryo, the new structure of the government was made. In 710 in Emperor Genmei's time, the capital was transferred from the Fujiwara-kyo in the south of Nara, to the Heijyo-kyo in the north.

Design
Heijyo-kyo was made on the basis of Choan, the capital of To (China), and the streets had a gridiron street pattern. This palace is the first Chinese style city like palace in Japan. The palace had a wideness of 5.5 kilometers wide and 4.8 kilometers long. This international city, which invited envoys from abroad, had a population of a hundred and fifty thousand to two hundred thousand people, including the Emperor and approximately a hundred nobles.

The whole city of Nara used to be the Heijo-kyo, however, only the Heian Palace remains as an architecture from the Heijo-kyo. This is made into something like a park. On the large land, the foundation of the Daigoku-den was restored. Also, the Suzaku-mon gate is being restored, and the land is turning into a grand historical park.
