Laws are used, by the time
- if people offend against them:
criminal court
It's responsible if a private person offends against the legal regulations determined by the state. But only when someone is guilty, he can be punished.
- if people can't agree in legal affairs and look for a decision:
civil court
It's responsible if there are quarrels about rights and duties , that concern the relation between private persons and legal persons. The court has to decide, who is right and who is not.
- if people think state organizations had exceeded their authorities:
administrative court
It's responsible, if a private person feels discriminated by a state organization. ( The taxes authority, the council of a community or the authority of a canton etc.)The private person can appeal to the next higher administrative authority. Only a state under the rule of law allows that private persons can demand that decisions of an authority must be checked.
For special cases there are special courts.
