Water-soluble/fat-soluble

What do these two terms mean? I know that water-soluble means they dissolve in water, fat-soluble means they dissolve in fat, but how do they work? For example, Vitamin C is water-soluble, but what does water do for vitamin C?

Vice versa with Vitamin A....
