Risk Assessment - Feasibility Analysis

The students on the Feasibility Team worked with their primary mentor, an environmental consultant, to estimate the cost of site clean-up. Then the city planner joined the team, to assist in analyzing potential uses for the site once it was cleaned up. The students identified ten possible uses for the site that they thought would be feasible.

At the first level of analysis, using a decision table as a tool, the two mentors assisted the students in analyzing their suggested site uses from the perspective of the City of Camden and from a potential developer. The students were asked to rate on a 4 point scale how accessible the site was for the potential use, how many people might use the sight for that purpose, and how compatible each possible use was with the industrial facilities surrounding the site. They were also guided in financial assessment - how much would it cost to construct each of the possible uses and how long was the payback period.

The students then selected their top six choices and rated them on three other factors - potential profit, site clean up costs, and potential for environmental risk to people based on the site use. The team's recommendation was for site to be used as a skating rink.

Option Accessibility Construction Costs Payback Number of People Served Compatible Use
Shopping Center E $$$ H H H(3)
School E $$$ H H L(5)
Motel E $$ L L L
Movie Theaters E $$1/2 H H H
Gym E $$ L L H(2)
Recreation Center E $$$ L H L
Restaurant E $$ H H L
Low Income Housing E $$$1/2 H L N(4)
Park E $ N H N
Skating Rink E $ H H H(1)

Legend:

Potential Costs
E = Excellent $ = Low
H = High $$ = Medium
L = Low $$$ = High
N = None $$$+ = Very High

Using the findings of the Feasibility Team, students on the Architectural Redesign Team made blueprints and models showing the original building and the new design for a skating rink.
