At the first level of analysis, using a decision table as a tool, the two mentors assisted the students in analyzing their suggested site uses from the perspective of the City of Camden and from a potential developer. The students were asked to rate on a 4 point scale how accessible the site was for the potential use, how many people might use the sight for that purpose, and how compatible each possible use was with the industrial facilities surrounding the site. They were also guided in financial assessment - how much would it cost to construct each of the possible uses and how long was the payback period.
The students then selected their top six choices and rated them on three other factors - potential profit, site clean up costs, and potential for environmental risk to people based on the site use. The team's recommendation was for site to be used as a skating rink.
