Why Is This So Important?

Better technology prediction permits engineers to design their product closer to what the predicted technology is. So this allows them to be less pessimistic about what the future technology will permit. This allows them to design a faster/better chip while still taking the same risk of the future technology supporting their product in that time.
Usually for the design of a RISC chip, you can be less pessimistic about what the future technology will support, in contrast to a CISC chip design. This is because the reduced complexity of a RISC chip design usually permits less time between concept and design completion. This shortened time permits a more accurate prediction of what the technology will be.
