You are right about the 1/focal length howerver the IS lense gives you about an extra 1.5 to s stops of slower shutter speed. This means that you should be able to hand hold down to 1/125 rather than 1/300s at full zoom. what this equates two in terms of aperture is obviously dependent on the subject.

An F2.8 lens is more than two stops better than a typical zoom lens at full zoom and so I would expect faster shutter speeds. The only but here is that lenses which are in this calibre (F2.8)tend to be prime and zoom lenses very expensive. there is a trade of going on here in terms of performance, flexibility, weight and price.

The Canon IS lens is brilliant technology and repreasents good value for money however without knowing what you want to use it for, I could not say whether it is best suited for you.
