Computer does not start

I recently installed a new ECS motherboard and an Athlon 1.3GHz CPU. Problem is that my computer will not start anymore. Their seems to be no power going in; the case and CPU fans start for about a second or two then die out. I am very certain I connected everything rigth and I know I am getting power from my wall outlet. Please help; it has been two days now.
