Why does my computer hang on restart?

And only on restart. Shutdown works fine. I'm using Windows 98SE with Win2000 Professional dual booted. 500mhz AMD k6-2 mmx 3dnow(clocked at 501mhz), 128mb pc100 sdram(8ns), 3dfx voodoo 3 3000(pci), western digital 40gig ide ata-100 on a siig ata-100 controller card(and yes, I am using 80 conductor ribbon). I have the hard drive into the primary channel on the card. And I also have an Acer 40x ide cdrom into the secondary master, and iomega zipcd 12x4x32 with burn-proof into the primary master. And both of those have 80 conductor ide cables as well. the cdrom is detected as pio 4, and the burner is in ata33. And as far as i can tell, the hard drive is operating at ata100, but i have my doubts. Every single time I need to restart the computer, it shuts down to the normal point, and hangs on a black screen. I have to hold in the power button for 4 seconds every time. If I hold down shift, and click OK to restart, windows restarts fine. Shutdown works every time. This problem holds true with both operating systems. If you're wondering, I don't have AOL. I have DSL and wouldn't use aol if it were the ONLY online virus... er service. Anyways, I have searched far and wide, looked high, and low... AND STILL NO ANSWERS! I have flashed my bios to the newest version, with no luck. I have the lasted drivers for every device installed in my system. I'm scraping the bottom of the barrel(so to speak) for ideas. Can somebody out there PLEASE help me? I am getting SOOOOOO agrivated by this problem.
