South African Provinces (No Frames)

South Africa consists of nine provinces.  Each is independent and thus has its own Capital, Legislature, Premier and Ministers. This means that each province has the power to rule itself, but all provincial decisions may not contradict national government laws and the national constitution. Provinces can have a provincial constitution so long as it follows the basic principles of the national constitution and the constitutional court approves it. Only the Western Cape has had its provincial constitution passed so far.
