Who IS the leader of the Orchestra

Ok, my housemates and I have been having this argument for more than a week and I want to find a definitive answer.

Who is the leader of the Orchestra really? The section leader of the First Violins? Or as my housemate claims, the section leader of the Second Violins... (I find that extremely hard to believe)

Any insight will be appreciated.
