I need to know why they always say this fish look like a baby cos,what I am seeing here doesn't looks like a baby to me or maybe I need to see it from the front view rather than side view, please REPLY

Hello,
I must say that this fish doesn't look like a baby to me. LoL. For the longest time, every since I can remember I was told that it was illegal to bring steakfish into shore with the heads on because the heads looked so much like a baby. Is this true? Iwas begining to think that there were mermaids after all.
But these are some of the things we were told when we were young and never ad the answers to.
