State land is divided into four categories or zones--conservation, agriculture, urban, and rural. From there, counties further break up the zones. They usually map these zones in the form of a County General Plan. The county of Kauai is currently in the process of updating their general plan. In addition to zones, land is divided into special management areas which overlap zones. Depending on the type of development planned, rezoning may be necessary.

Developers must publish an Environmental Impact Statement in order to get a permit and lease from the State Department of Land Utilization.

When zoning, you have to get approval at a state and county levels, before you can change the zoning. At the State level, you must get approval of the State Land use Commission. At the County level you must be approved by the County Planning Commission, and the county council. Right now, over half the land on Kauai is zoned conservation. Next is Agriculture.
