I'm not sure I believe there is an "easy to understand" algebra book. However, one that I recommend (if you can still find a copy) is Algebra and Trigonometry (structure and method) book 2 by Dolciani, Sorgenfrey, Brown, and Cane. It is called the new edition [publisher: houghton, mifflin] but I don't know if it is in print anymore. I used it 10 or 12 years ago for a highschool algebra II course. the sections are short and sweet with a lot of excercises in each section from basic to extremely difficult. There is also a book one that was used for algebra 1. This was a very widely used text in the late 80's early 90's.
