You started with:
(9)^10/3^17 ....[9 = 3 x 3]
(3 * 3)^10/3^17
=(3)^10 * 3^(10-17)
=(3)^10 * 3^(-7)
=(3)^(10 -7)
=(3)^3
= 27
Please do the example problems in your book... every one of them. You can only learn by doing "hundreds" of these problems.
